Private sector investors are sought for the development and operation of a major rice cultivation and processing facility at Torma Bum, Bonthe District. The government will make available up to 57,000 ha for lowland rice cultivation in riverine and boli land ecologies. Rice is Sierra Leone's staple food, consumed by over 90% of the population. The proposal includes development of a rice cultivation, processing and distribution complex with irrigation to 30,000 ha, a rice processing mill, worker housing, renovation of a 90km road, electricity supply, and warehousing/logistics/distribution centre. Currently, 35,000 hectares of low-yielding rice are under cultivation in the area with run-down storage facilities. The government will provide land rights by lease and invest US$33 million for irrigation of an initial 7,000 ha, road renovation, and electricity supply. A special purpose vehicle is proposed with government as one partner.
