Project Overview
Private sector investors are sought for the development and operation of a major rice cultivation and processing facility at Torma Bum, Bonthe District. The government will make available up to 57,000 ha for lowland rice cultivation in riverine and boli land ecologies. Rice is Sierra Leone's staple food, consumed by over 90% of the population. The proposal includes development of a rice cultivation, processing and distribution complex with irrigation to 30,000 ha, a rice processing mill, worker housing, renovation of a 90km road, electricity supply, and warehousing/logistics/distribution centre. Currently, 35,000 hectares of low-yielding rice are under cultivation in the area with run-down storage facilities. The government will provide land rights by lease and invest US$33 million for irrigation of an initial 7,000 ha, road renovation, and electricity supply. A special purpose vehicle is proposed with government as one partner.
Quick Summary
Major investment opportunity to develop a 57,000 ha rice cultivation and processing complex in Bonthe District. Targeting 480,000 MT annual production by 2030 to eliminate rice imports and capture regional export markets. Government commits US$33 million in infrastructure support.

Market Analysis
Rice is Sierra Leone's staple food, consumed by over 90% of the population. The country currently imports significant volumes of rice. The Torma Bum complex targets production of 480,000 MT by 2030, equivalent to current rice imports, positioning the project to achieve national self-sufficiency. Beyond Sierra Leone, the West African market presents significant export opportunities, accounting for 11.4% of global rice imports (US$33.4 billion). Sierra Leone's rice production increased five-fold from 2000-2010 and has recovered post-Ebola to reach 1.98 million MT in 2021, demonstrating the sector's growth potential.

Revenue Projections
Production targets of 8 MT/ha with two annual cycles, leading to 480,000 MT by 2030 based on 30,000 ha under cultivation. This production volume is equivalent to Sierra Leone's current annual rice imports, representing a substantial import substitution opportunity with potential for regional exports to the West African market (which takes 11.4% of global rice imports of US$33.4 billion).
